A designer is a firm where all the designs that they sell have been written by designers from that firm. Usually there is only one designer, and the company name is often the designers name. For Example "Rick Garner" is the designer for "Rick Garner Designer Inc.". A broker is a firm that sells plans from several different designers, so if you search by designer, and you pick a broker, you are not really limiting yourself to one designer but to one firm. Dreamhomesource or Architectural Design are examples of brokers.

A Broker/Designer is also common, and this represents a firm that has their own designer or design staff, but also sells plans from other designers. Examples include Houseplanguys, and 10000homeplans.

One type is not any better than another, but generally on a designer's site you see a common design flair and plans are focused in one or more styles and the presentation is very similar. With a brokered site, you get more variety, but the quality of images and presentation is not consistent and there are no commonality among the plans. Brokers may be a better place to start if you have no idea what you like, but once you find a designer you like, you should look at their other designs as well. As many designers do not sell their plans via brokers, you really should try to visit the designers as well as the brokers to get a total experience of what is available.
